What does it take to design an ESPP?

A World at Work member posted the following question:

I am researching on designing an Employee Stock Purchase Plan for our company.  Can you please assist me in finding resource materials for this?

Performensation has created an overview on ESPP design. It is fairly detailed.  Respond here, or send me a note if you would like a copy.

I do want to give a word of caution.  ESPPs have tons of moving parts.  There are unlikely to be good “Do It Yourself” projects.  Hiring a good expert does not have to be that expensive and can be the difference between a plan that works and a plan that doesn’t.
